RYAN ZARFOSS

Ryan Zarfoss is a graduate from Boston University with a Bachelor of Science degree in Aerospace Engineering. As well, he has his Masters in Business Administration and Management from Averett University. As far as his previous work experiences are concerned, Zarfoss was a pilot for the US Air Force before transitioning to be a project engineer for NAVAIR.

Beginning in 1997, Zarfoss worked as a Special Agent with FBI, conducting all aspects of criminal fraud investigations in the Chicago Field Office. This position included planning and directing undercover operations and preparing cases for trial. In addition to this, Zarfoss has extensive experience conducting staged automobile accident investigations using complex investigative techniques. His collateral duties included Hazardous Materials Evidence Team (4 years) and Firearms Instructor (8 years).

From 2007 to 2009, Zarfoss managed and conducted internal investigations involving employee misconduct as a Supervisory Special Agent at FBI Headquarters in Washington, D.C. He traveled to various FBI locations to conduct interviews and additional investigative activities on-site, and coordinated investigations with other Department of Justice components as needed. Zarfoss supervised other FBI personnel who were delegated internal investigations of lesser complexity during his time in D.C.

In coming to Frisco, Texas, Zarfoss was employed as a Supervisory Senior Resident Agent for FBI white collar crime, public corruption, and civil rights matters in Collin, Denton, Hunt. and Rockwall counties. Also, his supervisory career included overseeing general criminal matters in Cooke, Delta, Fannin, Grayson, and Lamar counties. Additional responsibility for facility oversight and security of the Frisco Resident Agency, FBI Dallas Division fell under the responsibilities of this position, too.

Before transitioning into the private sector, Zarfoss was employed as a Liaison Agent with the Federal Bureau of Investigation, coordinating all investigative matters at the Dallas/Fort Worth Airport in Texas. He was tasked with responding to potential federal criminal matters occurring on aircraft and on the airport grounds. Also, he was responsible for coordinating all national security activities with other FBI components, law enforcement entities, and security stakeholders at the airport.

As of January of this year, Zarfoss is employed at Blue Cross and Blue Shield of Texas as a Lead Investigator.

DR. DEBORAH MISCOLL

Deborah Miscoll is a graduate from Southern Methodist University with a Bachelor of Arts degree in Psychology, minoring in Sociology. Shortly after completing her studies at SMU, Dr. Miscoll later graduated from the University of San Francisco with a Doctorate degree in Counseling Psychology. With relation to her previous work experiences, she worked with the United States Department of Justice, specifically the Federal Bureau of Prisons, as a Treatment Specialist. For the five years that Dr. Miscoll held this position, she was responsible for providing individual and group counselling to male and female inmates of all custody classifications within the prison drug abuse treatment program. Additionally, she served as a counselor in the Employee Assistance Program and conducted personnel interviews. Dr. Miscoll also served as a special consultant to the Central Office committee regarding program development for national drug abuse program.

In 2001, Dr. Miscoll was employed as a Research Associate for the University of California in San Francisco before moving to Texas to become take on the same position with SMU a couple years later. Starting in 2005, she took on a career with K III Counseling and Consultation as a President and Psychologist, where she took on a management position and provided general assessment and psychotherapy for adult populations.

Starting in 2007, Dr. Miscoll began her employment with MHN as a Management Consultant. In this role, she took responsibility for consulting with client company management representatives on how to optimize work performance of employees who may manifest a variety of psychological and personal issues. She also facilitated rapid response to catastrophic and traumatic events in an effort to stabilize employees and retain function of on-site operations, following up and performing further service coordination, as needed. Dr. Miscoll held this position for five years and worked out of Irving, Texas during this time.

Currently, Dr. Miscoll is employed as a Managing Director and Consulting Psychologist with Deloitte in Dallas. She took on this position in 2013, and since then has led behavioral health initiatives for the firm’s Partner Matters team. In collaboration with Partner Matters leadership, it is her responsibility to offer subject matter eminence with regard to the development and implementation of strategy and innovative service delivery. As well, Dr. Miscoll contributes to enhancing the visibility of initiatives, promotes "best in class" mental health initiatives/solutions, and facilitates their access and function across the enterprise. She participate in ongoing affiliate network development to drive the construction of a top-tier, domestic network of expert evaluators, clinicians, and treatment facilities to expedite care.
